35. Apa isi kesepakatan Letter Of Intent antara Indonesia dengan IMF
Berikut adalah sebagian kecil dari butir-butir kesepakatan dengan IMF yang menunjukkan bahwa kedaulatan ekonomi dan moneter itu lepas dari tangan kita:
Pemerintah diharuskan membuat Undang-Undang Bank Indonesia yang otonom, dan akhirnya pemerintah memang membuat undang-undang yang dimaksud. Maka lahirlah Undang-undang no 23 tahun 1999 Tentang Bank Indonesia. Pertanyaannya adalah, seandainya Indonesia masih berdaulat, mengapa untuk membuat Undang-Undang yang begitu penting harus dipaksakan oleh pihak asing?. Kalau Undang-Undangnya dipaksakan oleh pihak asing – yang diwakili oleh IMF waktu itu, terus untuk kepentingan siapa Undang-Undang ini dibuat? Dalam salah satu pasal Articles of Agreement of the IMF (Arcticle V section 1) memang diatur bahwa IMF hanya mau berhubungan dengan bank sentral dari negara anggota. Lahirnya Undang-Undang no 23 tersebut tentu sejalan dengan kemauan IMF. Lantas hal ini menyisakan pertanyaan besar – siapa yang mengendalikan uang di negeri ini? Dengan Undang-undang ini Bank Indonesia memang akhirnya mendapatkan otonominya yang penuh, tidak ada siapapun yang bisa mempengaruhinya (Pasal 4 ayat 2) termasuk Pemerintah Indonesia. Tetapi ironisnya justru Bank Indonesia tidak bisa lepas dari pengaruh IMF karena harus tunduk pada Articles of Agreement of the IMF seperti yang diatur antara lain dalam beberapa contoh pasal-pasal berikut :
Article V Section 1, menyatakan bahwa IMF hanya berhubungan dengan bank sentral (atau institusi sejenis, tetapi bukan pemerintah) dari negara anggota.
Article IV Section 2, menyatakan bahwa sebagai anggota IMF Indonesia harus mengikuti aturan IMF dalam hal nilai tukar uangnya, termasuk didalamnya larangan menggunakan emas sebagai patokan nilai tukar.
Article IV Section 3.a., menyatakan bahwa IMF memiliki hak untuk mengawasi kebijakan moneter yang ditempuh oleh anggota, termasuk mengawasi kepatuhan negara anggota terhadap aturan IMF.
Article VIII Section 5, menyatakan bahwa sebagai anggota harus selalu melaporkan ke IMF untuk hal-hal yang menyangkut cadangan emas, produksi emas, expor impor emas, neraca perdagangan internasional dan hal-hal detil lainnya.
Pengaruh IMF terhadap kebijakan-kebijakan Bank Indonesia tersebut tentu memiliki dampak yang sangat luas terhadap Perbankan Indonesia karena seluruh perbankan di Indonesia dikendalikan oleh Bank Indonesia. Dampak lebih jauh lagi karena perbankan juga menjadi tulang punggung perekonomian, maka perekonomian Indonesiapun tidak bisa lepas dari pengaruh kendali IMF. Butir-butir sesudah ini hanya menambah panjang daftar bukti yang menunjukkan lepasnya kedaulatan ekononomi itu dari pemimpin negeri ini.
Pemerintah harus membuat perubahan Undang-Undang yang mencabut batasan kepemilikan asing pada bank-bank yang sudah go public. Inipun sudah dilaksanakan, maka ramai-ramailah pihak asing menguasai perbankan di Indonesia satu demi satu sampai sekarang.
Pemerintah harus menambah saham yang dilepas ke publik dari Badan Usaha Milik Negara, minimal hal ini harus dilakukan untuk perusahaan yang bergerak di telekomunikasi domestik maupun internasional. Diawali kesepakatan dengan IMF inilah dalam waktu yang kurang dari lima tahun akhirnya kita benar-benar kehilangan perusahaan telekomunikasi kita yang sangat vital yaitu Indosat. Hal-hal tersebut diatas, baru sebagian dari 50 butir kesepakatan pemerintah Indonesia dengan IMF. Namun dari contoh-contoh ini, dengan gamblang kita bisa membaca begitu kentalnya kepentingan korporasi asing besar, pemerintah asing dan institusi asing (yang oleh John Perkins disebut sebagai korporatokrasi yang mendiktekan kepentingan mereka ketika kita dalam posisi yang sangat lemah, yang diawali oleh kehancuran atau penghancuran nilai mata uang Rupiah kita.
